JXL file format support#481

As the future is coming it is more likely that the newly created JPG-XL format JXL will be commonly accepted, currently it is supported by Apple, Affinity, Adobe and many more. It would be amazing to be able to import and export JXL files since it looks like that they could finally replace TIFF format with their same quality but fraction file size!
